POST /evaluation/{ownerId}/wiki2
Create a WikiPage with an Evaluation as an owner.
Note: The caller must be granted the ACCESS_TYPE.CREATE permission on the owner.
If the passed WikiPage is a root (parentWikiId = null) and the owner already has a root WikiPage, an error will be returned.
